Iran’s relations with Arab world elites initially formed through invitations and familiarization with the realities after the revolution and the imposed war. These connections continued through academic, media, and cultural meetings, but due to the lack of a structured and ongoing plan, they did not deepen or persist.
Today, more than ever, Iran needs a coherent civilizational narrative to connect with Arab elites—one centered on shared history, the resistance project, and opposition to Western dominance. Elites will play an active role only when they feel included in a genuine, participatory program.
