Corporate Social Responsibility (CSR) refers to companies’ commitment to creating positive social and environmental impacts alongside their economic activities. In recent decades, CSR has become an important element of successful business strategies, helping companies balance economic, social, and environmental interests. By adopting CSR practices, businesses can strengthen stakeholder relations, enhance their reputation, build public trust, and contribute to sustainable development and improved quality of life at both local and global levels.
Corporate Social Responsibility in Iran: Current Situation
Over the past two decades, Iran has introduced various CSR regulations, but differences in scope, enforcement, and institutional responsibility have limited their effectiveness. Fragmented governance, weak enforcement, and limited local participation have further hindered CSR development. A comprehensive and binding legal framework is needed to make CSR an effective tool for local and national development.
Future Pathways for Corporate Social Responsibility in Iran
- Maintain the current system: Keep the existing fragmented regulations, with limited enforcement and symbolic reporting. This is the least costly option but risks continued inefficiency and weak public trust.
- Reform existing regulations: Strengthen oversight, improve coordination, establish public reporting systems, and introduce incentives such as tax benefits. This could improve CSR in the short term but remains dependent on government commitment.
- Adopt a comprehensive CSR law: Create a unified and binding legal framework with clear funding rules, performance indicators, independent auditing, and local community participation. This offers the greatest potential for sustainable development, public trust, and social capital.

- Strengthen multi-level monitoring and accountability to prevent resource diversion and improve project effectiveness.
Policy Recommendations
- Parliament: Pass a comprehensive CSR law and establish clear legal, financial, reporting, and incentive mechanisms.
- Government & Planning and Budget Organization: Develop the national reporting system, ensure local resource allocation, improve inter-ministerial coordination, and provide complementary funding for disadvantaged areas.
- Oversight & Local Institutions: Conduct independent evaluations, monitor resource use, involve communities in project selection, and establish public feedback mechanisms.
