Abstract

Social policies and welfare measures have always been one of the most essential responsibilities of modern governments and key components in rebuilding and strengthening the relationship between the state and the people. In Iran’s political history, since World War II, despite the occasional crises experienced by the Iranian people, and even the eight-year war with Iraq that imposed a rationed lifestyle on society, Iran has never witnessed a widespread decline in the standard of living or a rapid increase in poverty to the extent that it has in recent years. This experience, in addition to affecting the lower classes, has also made a large portion of the middle class aware of the necessity of establishing a type of supportive system that can ensure a certain level of welfare for households.
