 Managing domestic platforms to safeguard security and data integrity is an essential priority. In this regard, China’s long experience in steering cyberspace offers an instructive model. At a meeting titled “Digital Dissection of the Beijing Model” held at KHANA, the contours of China’s digital governance framework were examined. The session brought together thinkers and officials including Meysam Gholami, Mahyar Naderi, Mohammad Hamzeh’i, Saeed Seyed Agha Banihashemi, Dr. Hossein Ghaheri, and Mohammadmehdi Khodabakhsh.

China’s Shift toward Centralized Party Oversight of Cyberspace

Discussions revolved around China’s shift toward centralized party oversight of cyberspace, the regulatory power of the Cyberspace Administration, and the triad of cybersecurity, data security, and personal information protection laws. Speakers highlighted China’s dual strategy of guided technological development alongside strict control, as well as comparisons between China’s security-driven AI governance and Europe’s rights-based approach. The expansion of CIPS and China’s financial governance model were also explored.

Overall, the Beijing model reflects a structured, security-centered path to digital sovereignty. Participants emphasized the need for deeper research to adapt selected elements to Iran’s policy landscape.
