The second session of the specialized series “Trends in Digital Content in Iran” was held at KHANA, organized by Hannan Think Tank. The meeting explored the reciprocal relationship between economics and technology in the digital content sphere.

Main Challenges Related to Digital Content in Iran

Ahmad Attarzadeh, Deputy Head of Pegah Data Kavans Sharif Group, noted the lack of consensus in defining digital content, arguing that conceptual ambiguity has hindered effective regulation. Dr. Ghasem Safaeinejad from University of Tehran emphasized that Instead of focusing primarily on attracting and retaining users’ attention, today’s platforms increasingly concentrate on collecting, processing, and monetizing user data, making data governance a far more strategic priority than before.

Masoud Hassanlou highlighted institutional ambiguity in identifying the governing authority, while Ali Mohammadpour stressed the need for sustainable economic models linking consumers and producers, warning about expanding underground markets. The session concluded that effective content governance requires clear institutional mandates, adaptive oversight, and a strategic embrace of data-driven policy making.
