Preliminary Evaluation of the Idea of the Seven-Level Problem Analysis
The session titled “Preliminary Evaluation of the Idea of the Seven-Level Problem Analysis” was held on Saturday, May 31, with a presentation by Dr. Mehdi Sanaei, founder and former head of the Transparency Transparency for Iran Think Tank. The event took place at KHANA was attended by two prominent scholars in the field of public policy: Professor Ali Rezaeian and Dr. Kiumars Ashtarian.
This session aimed to critically examine and further develop the idea through interaction with experts, representing a step toward strengthening the theoretical foundations of public problem analysis methodology.
Overview of the Idea:
In this theoretical framework, each policy issue consists of multiple, nested levels, and the nature of a think tank’s intervention differs depending on the level at which it engages. These levels include:
- Addressing symptoms
- Industrial (hard) policymaking
- Procedural (soft) policymaking
- Economic and stakeholder analysis
- Economic institutions
- Political and administrative institutions
- Cultural and social institutions
Purpose of the Session:
To open up space for critical discussion around this idea and to contribute to defining a more precise and practical research path for the development of policy analysis literature.
