This policy dialogue on the future of Iran–Iraq relations under Prime Minister Ali Al-Zaidi was held as part of the “Neighborhood Policy Intelligence” series, organized by the Saba Think Tank in cooperation with KHANA. The session featured two main speakers:

Iraq’s Security and Political Challenges Continue to Shape Bilateral Relations
Speakers argued that Iraq’s post-2003 security vacuum, the institutionalization of the sectarian power-sharing system, and continued U.S. influence have weakened state institutions and complicated Iraq’s security and governance.
Iran Remains a Key Strategic Partner Despite Iraq’s Regional Balancin
The discussion highlighted Iran’s long-term support for Iraq’s political stability and security, while emphasizing that Baghdad’s efforts to strengthen ties with Arab states are not necessarily aimed at reducing cooperation with Tehran. Instead, Iraq seeks to balance regional partnerships, domestic political pressures, and its strategic relationship with Iran.
The New Government Faces Complex Domestic and External Pressures
Participants noted that the Al-Zaidi government still faces challenges in completing its cabinet, strengthening defense capabilities, and managing competing regional and international interests. The future of Iran–Iraq relations will largely depend on Baghdad’s ability to maintain this strategic balance.
