In this context, the provision of healthcare services is considered not so much as a commercial market, but as a universal right, and the administration is committed to providing at least basic healthcare services to all individuals in society. States, by establishing and strengthening the healthcare system, are obligated to provide the health services required by the people.

 .Regarding to human resources, assigning individuals based on priorities like education or family location; setting activity limits for contract doctors and using part-time doctors to address staff shortages; conducting a study to compare the required number of doctors in cities with free practice licenses and contract doctors

. Organizing drugs and medical equipment

 .With regard to healthcare service tariffs; establishing a comprehensive health rules database and implementing clinical guidelines, completing the electronic health records and connecting all relevant systems, and managing health resources solely through insurance companies.
