Within the intricate and dynamically evolving landscape of technology and innovation, metaphors emerge as indispensable tools for simplifying complex concepts and shaping the discourse surrounding governance and policy-making. In technological domains, which are inherently interdisciplinary and subject to rapid change, metaphors can play a crucial role in facilitating comprehension and fostering connections among various stakeholders. In this way, analyzing and clarifying the diverse roles of metaphors in technology and innovation governance, as well as providing an operational framework for their optimal utilization, can significantly contribute to effective governance in this field.
