A Review of Global Experiences in Implementing RCTs Within Behavioral Insight Centers and Recommendations for the Islamic Consultative Assembly

Abstract

At both macro and micro levels, governance continuously designs, approves, and implements policies, laws, programs, and interventions with the goal of improving the status of the country and its people and achieving higher-level objectives. However, there is generally little information about the actual effectiveness and efficiency of these policies and laws. Policymakers design new policies, laws, and programs and replace existing ones without ensuring whether they are effective or how they can be improved. In this regard, evidence-based policy-making and evidence-based legislation have become widespread globally. According to this modern approach, policymakers have sufficient evidence regarding the effectiveness of new policies, laws, and programs before approving and implementing them, and based on accurate evidence, they adopt the most effective policies and improve their quality. The best and most precise method to determine whether a policy, law, or program is effective and efficient is through randomized controlled trials (RCTs).
