Domestic and International Legal Strategies and Solutions for Progress, and the Provision of Legal Mechanisms to Advance in These Areas
Abstract
The “Islamic-Iranian Model of Progress” is a high-level policy document issued by the Supreme Leader of the Islamic Republic of Iran in 2018, with the aim of transforming Iran into the cradle of a “New Islamic-Iranian Civilization.” However, what is observed in practice is that the realization of this document’s objectives is progressing slowly.
A brief evaluation of the implementation of the Vision Document, the general policies of the system, and other high-level economic, social, scientific, and cultural documents reveals that these documents have not been effectively integrated into the core processes of policy-making, decision-making, and legislation.
Therefore, achieving the goals outlined in this model requires effective legal strategies and mechanisms at both the national and international levels.

Economic corruption is a key obstacle to progress, caused by poor oversight, conflicts of interest, outdated laws, and cultural poverty. Key strategies include:
- Public education and cultural promotion against corruption
- Building public trust and elite consensus
- Merit-based selection of officials who are ethical, humble, and connected to the people
International Legal Requirements for Progress
Necessity of Legal Tools in Global Engagement
Achieving national progress requires active regional and international engagement based on dignity, interaction, and national interest. Legal frameworks should guide treaty design, implementation, and dispute resolution. Diplomatic efforts must include serious pursuit of compensation for damages to national rights.
Iran’s Role in Specialized International Organizations
Iran should form a national committee (including relevant government bodies, parliament members, and civil society organizations) to:
- Monitor its position in international energy-related organizations,
- Assess future opportunities,
- Strategically plan for active participation and avoid missed opportunities.
Strategies to Enhance Iran’s Influence Internationally:
- Adopt best practices from other nations to increase influence in international institutions.
- Strengthen cooperation with international NGOs and empower aligned domestic NGOs to shape international discourse and elevate Iran’s presence in global forums.
Legal Strategies for Progress in Domestic and International Arenas
Domestic Strategies:
- Reform and expedite dispute resolution processes
- Promote lawfulness among citizens and officials
- Emphasize rule of law in various sectors
- Codify and organize existing laws
- Prevent crimes and social harms
International Strategies:
- Develop a roadmap for joint resource management with neighbors
- Train knowledgeable and committed diplomats
- Improve ambassador selection and training processes
- Identify international legal risks and turn threats into opportunities.
