However, recent experiences show that a portion of the country’s human capital — from IT technocrats to seasoned diplomats — has been excluded from the decision-making process for non-technical reasons. When political and factional considerations, rather than expertise, become the main criteria for participation in power structures, the country’s ability to confront multilayered crises is severely diminished.
