Evaluation of the performance of domestic messaging platforms and providing support recommendations to replace foreign messaging apps
Abstract
Nowadays, human life is deeply dependent on the digital space, and communication without engaging in social networks and messaging platforms has become very difficult. Iran is no exception, and people widely use various social networks and messaging apps, most of which are foreign and not committed to the country’s regulations. As a result, supporting the development of domestic messaging platforms has become one of the main priorities in the governance and policy-making of the information and communications technology (ICT) sector. These platforms must be able to provide legal services while capturing a greater share of user traffic in Iran. However, statistics indicate that the support measures and programs—mostly implemented by the Ministry of ICT—have not met the expectations and policy goals set in this area.

Support Measures for Domestic Messaging Platforms
To support domestic messaging platforms in Iran, the government has focused on two main apps, Soroush and Gap. However, additional steps are needed:
- Boost venture capital investment in the digital sector to fund innovative startups.
- Establish effective legal frameworks to address regulatory gaps and support platform growth.
- Integrate public e-services (like paying bills or accessing government services) into messaging apps, following models like China’s WeChat, to increase user engagement and competitiveness.
Effective Methods for Optimizing Infrastructure Support
To optimize infrastructure support for domestic messaging platforms, the following strategies are recommended:
- Use Key Performance Indicators (KPIs) to assess effectiveness, such as user engagement and traffic volume.
- Shift from physical servers to cloud services for better reliability and scalability.
- Develop a unified API system to manage official messages via preferred domestic messengers, reducing SMS costs and increasing user adoption.
Key Considerations in Applying International Experiences to the Development of Domestic Messaging Apps
To effectively apply international experiences in developing domestic messaging apps, three key considerations must be kept in mind:
- Data Security – Ensure users’ personal information is protected to build trust.
- Organic Growth First – Public e-services should be added only after the app gains a stable user base.
- Selective Service Integration – Introduce sensitive services (e.g., those using personal data) only after strong legal and technical protections are in place.
