Strategic Considerations and Requirements for Energy Trade between Iran and Turkmenistan

A Study on the Energy Development Outlook in Turkmenistan and Proposing recommended Actions for Enhancing Energy-Based Interactions with This Country

Abstract

Turkmenistan holds more than 13.6 trillion cubic meters (2.7%) of the world’s proven gas reserves, ranking fourth globally after Russia, Iran, and Qatar. Despite geographical constraints such as being landlocked and the need for technical development, the Turkmen government has made significant efforts to attract foreign investment to improve resource exploration and gas production. Given Turkmenistan’s vast gas reserves, its proximity to Iran, and their shared historical ties, it is essential for the Islamic Republic of Iran to adopt a strategic energy diplomacy approach toward Turkmenistan that ensures mutual benefits for both countries.
