Examination of Participating and Stakeholder Institutions in the Formulation of the Integrated Executive Program for the Regional Development of Makran and Its Timeline
Abstract
The Makran coasts, located in the vast province of Sistan and Baluchestan, lie along two of the world’s major transit corridors. This position designates the Makran region as a key part of the Southeast Development Transit Corridor project. Undoubtedly, the economic development of Makran will grant Iran a special status in both the regional and global arenas. Following the guidance of the Supreme Leader, the 13th administration has taken measures to plan and implement development projects for the region, and it is currently completing the necessary infrastructure to ensure that this strategic area can play an important national role in the country’s future prosperity. Therefore, one of the crucial steps for achieving the economic development of Makran is the formulation of an integrated executive program for the region, which can create the necessary coordination between strategic plans and the programs of different institutions.

Integrated Executive Program: The integrated executive program for Makran development will follow an interactive, collaborative approach involving active participation from stakeholders. It will be structured in two levels: large-scale projects and their main components. The program’s time frame will be divided into three medium-term, five-year phases, targeting 2025, 2030, and 2035. Its spatial scope will address the region holistically, covering various spatial dimensions, axes, and centers.
Participating and Stakeholder Institutions in the Formulation of the Integrated Executive Program: The preparation of the integrated executive program for Makran involves a participatory process with multiple stakeholders. The Makran Development Council oversees the plan, commissioning it to a qualified planning entity (the “Integration Group”). This group works in coordination with regional management and under the supervision of the Secretariat of the Supreme Council for Spatial Planning. After approval, the program is handed over to the Makran Development Council’s secretariat.
The Integrated Executive Program Development Model: It involves aligning regional plans with national strategies, creating detailed project timelines, and financial plans. It includes an internal workflow of defining priorities, gathering data, and finalizing the program, while external collaboration ensures proper communication with agencies for execution, overseen by the Makran Development Council.
Prerequisites and Inputs for Developing the Executive Program: To develop the integrated executive program for the Makran region, key prerequisites include finalizing the strategic development plan and outcome indicators, establishing a decision-support system with necessary data (e.g., land ownership, population, workforce), and securing financial resources from national, provincial, and investment sources to ensure the program’s feasibility.
The structure of the integration team: The integration team for the executive program consists of two main parts: the core planning and integration team, responsible for unifying and planning the program, and the collaborating working groups, formed by stakeholders’ representatives. Additionally, a coordination working group with non-governmental actors focuses on technical issues in areas like infrastructure, agriculture, and environment, providing feedback to the integration team.
