A Structural Analysis and Review of the Weaknesses of the Seventh Development Plan Bill (2023–2027), with Recommendations for the Revision of Chapter 15 of the Bill

Abstract

The Seventh Development Plan, referred to as the fourth twenty-year vision document of the country, was unveiled on May 20, 2023, and submitted to the Parliament by the President for approval. The bill comprises various chapters covering a wide range of areas, including economic issues, employment, budget regulation, infrastructure, major national projects, transportation and transit, administrative restructuring, and cultural matters. The Seventh Development Plan bill was submitted to the Parliament with a two-year delay, and it was immediately returned to the administration due to its incompleteness. As such, revisions and improvements are deemed necessary.
